For about a decade, this donut shop has been a popular feature of Hartford, so popular that governors and Mayors have been frequent customers. But it's closing. Why? Because of regulation. Specifically, when the regular city inspector went on sick leave, a new, by-the-books inspector came in and started to insist on changes. The new inspector said that because there were two small tables where people could sit and drink their coffee while waiting for their donut order (an amenity suggested by the ill inspector), the place was now a "restaurant" and had to provide a restroom and make other changes. The next-door pizza place got similar treatment over booths installed at the suggestion of the previous inspector. So what has the city accomplished here? They're driving a successful, popular business out of town. Is the public better off for that? (Hartford Courant)
