The Hatch Act says that public officials can't campaign in their official capacity. Health and Human Services Secretary Kathleen Sebelius campaigned for Obama in a speech she made in her official capacity. Her punishment: Well, see, that's the problem. She wasn't really punished. The White House is the one to make the call, and they didn't see any problem here. That might be because they got the benefit. A White House spokesman said that the administration holds itself "to the highest ethical standards." And then he laughed maniacally. No, it doesn't say that, but you'd believe it, wouldn't you?
