We've been through this before: the feds figure out the severity of a storm by checking Waffle Houses. If they're open, there's power. If they're open with a limited menu, there are problems. If they're closed, it's bad. In Sandy, there are a few scattered (smothered and covered!) Waffle Houses in Pennsylvania, and they were closed. Ones in Maryland were open with a limited meny (no electricity). It's low-tech, but it appears to work. (ABC News)
