Wait, They're Supposed To Do Something? Like What?

The New York Times is doing this expose on how tax breaks and credits for corporations to relocate to, or stay in, a particular area don't help a local economy. All they do, according to the Times' research, is take money out of the tax pile and don't generate jobs or additional tax revenue. Corporate welfare? And why don't government agencies follow up on this stuff to see if they work? (New York Times)
