You COULD Get A Ticket. Theoretically. Probably Not, Though

Pennsylvania, like a lot of places, enacted a texting-while-driving ban a year ago. How has it gone? Turns out there have been few citations under the law, and they should have predicted it, because how the hell can you enforce that? You can't really tell for sure from the roadside or another car whether a driver is texting. If a law is hard to enforce, should we even bother? (Bucks County Courier Times)
