Finally, someone actually studied whether halfway houses are more effective in rehabilitating inmates and saving money. Turns out, according to an extensive study in Pennsylvania, that they don't, and that the recidivism rate for halfway house inmates was actually greater than for those staying in regular prison. And before this, we've spent billions -- with a b -- of tax dollars assuming the opposite. (New York Times)
