Over half of the states have instituted teacher ratings to help judge the quality of education and weed out bad teachers. Strangely, though, in most states, practically all teachers get passing grades. The problem is that principals are charged with the task of doing the grading and won't throw their staffs under the bus, and standardized test scores are being dumbed down, so all teachers are being graded highly. This isn't working, either. (New York Times)
