One federal panel wants everyone in the U.S. between 15 and 65 to get an HIV test. Of course people should get tested, but should EVERYONE be tested or just those at greatest risk (there are 50,000 new cases a year, out of a population of 312 million)? The answer could make a very, very big difference, economically speaking. (Los Angeles Times)
