How to keep people from sending drugs to inmates through the mail? Simple: ban letters and make everybody send postcards. That's what San Diego County is doing, following the infamous Maricopa County, Arizona Sheriff Joe Arpaio's lead, and it's cut back on drug smuggling in letters. Although some enterprising folks have peeled back layers of postcards and put heroin in there. That's kind of difficult. They've also banned use of paint, glitter, cosmetics, or crayons on the postcards, although kids' crayon drawings are allowed. Inmate advocacy groups feel that this infringes on the First Amendment, but courts disagree. And a lot of communication to inmates is by email these days, anyway. (U-T San Diego)
