Hosing Down Just Isn't The Same

This article about one of the last remaining public showers in Toulouse, France reminds me: In cities with bad homeless problems, why don't they build clean, guarded, cheap or free shower/laundry facilities for people with no homes? Seems to me that, as long as there's security and maintenance, a place for people to wash up and maintain presentability would at least reduce some of the problems appurtenant to homelessness. Some people would probably still walk around soiled and gross, but there really should be some way for homeless people to clean up without doing it in some public toilet or at a dangerous shelter.
