Do The Words 'Assumption Of Risk' Mean Anything Anymore?

We asked this question with the family that set out to sail around the world and had to be rescued with a sick child, and we'll ask it again: Should we, the taxpayers, pay when someone takes a foolhardy risk and needs rescue? This guy tried to kayak from Monterey to Hawaii with a solar-powered craft, and when the solar pane failed, he got lost. And that led to a distress call, and a Coast Guard rescue at sea. He's lucky to be saved, but who should foot the bill for it? And what if it puts others at risk? (KTVU/Oakland-San Francisco)
