Someone's Gonna Pay. Taxpayers, Basically

Many -- probably most -- of the nation's newer light rail systems rely on the honor system for fares. You're supposed to buy a ticket and maybe even tap a kiosk upon boarding and exiting, but the enforcement is... limited. And so, as on New Jersey's three light rail lines, there's real concern that a lot of people are not paying for their rides. I don't know about New Jersey's, but I've ridden the lines in San Diego and Minneapolis many times, and while I always pay, I have never, ever, not once seen any enforcement. There are no turnstyles, I've never been asked to show a ticket, and it seems like people can get away with it. So, knowing that there's limited enforcement, would you pay for a ticket? And is it fair to the taxpayers that they put these things in and don't collect fares from everyone? (Newark Star-Ledger)
