Not long ago, a TV station's investigation in California found an inordinate proportion of lottery winners being lottery retailers and their family members, and there's a suspicion that they're cheating somehow, either by cashing in tickets for people who don't want to be found -- maybe illegal immigrants -- and splitting the money, or by some other more nefarious means. Now, a New Jersey paper's investigation found the same thing happening in that state. Are all state lotteries unfair to the general ticket-buying public? Is this thing rigged? (Asbury Park Press)
