The incidence of groups of people swarming into high-end stores and grabbing merchandise, then walking right out unmolested, is apparently increasing. In San Francisco, there's a loosely-connected coalition of women with brightly-dyed hair who burst into stores, grab shoes and stuff, and take off; they're called the Rainbow Girls, and the cops know about this and have arrested and jailed some, but it keeps going, partly because there are a lot of them and partly because the punishment involves weeks, not years, in jail. Sometimes, it seems like everyone is just shrugging and saying that there's nothing anyone can do about this. (San Francisco Chronicle)
