The man believed to be the Copenhagen gunman had a violent, arrest-filled past, was known to associate with gangs, and had just been released from prison a few weeks ago. So they knew this guy was trouble, and you could easily imagine that he might fall in with terrorists. But we don't know whether this was part of an organized plot or the work of one deranged lunatic. Still, when you look at the case, it's hard to understand why he wasn't under constant surveillance or just plain in prison. Seems like anyone who knew of him would know he was capable of this.
