The next step in California's drought: The board that governs water distribution to Southern California is going to ration water to towns, punishing those who don't cut enough. Here's the problem: The towns have ALREADY cut use by a substantial amount, and now have to cut much more. Meanwhile, residential use isn't even the problem; agricultural use for water-intensive applications (growing things like almonds, raising cattle) is the main culprit, and they're not under the same rationing. They're punishing the wrong people. (Los Angeles Times)
