The NFL's strategy is starting to become clear: they've pushed the situation with Los Angeles not having a team for long enough so that they have to put at least one team here, but that will eliminate the league's ability to use Los Angeles as a bargaining chip to get new stadiums in other markets. The solution? This article suggests that it's London. They can take L.A. off the table and use London as a threatened site to move a team for the next 20 years. Makes sense, especially since it's way too chancy to actually MOVE a team there. (Washington Post)
