We are in an age when plagiarism is ignored and appropriating other people's creative work is considered routine. So, of course this woman created a unique and specific design and them discovered that Target was selling a t-shirt with her design on it without payment or permission. The store says they'll look into it. She didn't copyright or trademark it, but copyright law grants an automatic copyright and if she can prove the designs are the same or substantially similar and that she was first, she can sue.
