Green's Nice, But Brown's A Natural Color, Too

We in California are having to come to terms with dead lawns due to the drought and restrictions on watering. We ARE in a desert, so lawns are decidedly not natural here, but it's not cheap to tear it all out and put in a rock garden or native flora, either. They do have lawn removal rebates, but they don't have enough money to grant all of them. And there's the fact that most of the water here is being used for the agricultural industry, with lawn watering a (no pun intended) drop in the bucket. Is targeting lawns for elimination scapegoating? (Los Angeles Times)
