Just Stick Him In Front Of The TV With A Bag Of Cheetos, He'll Be Fine

In a case that goes back a few years, a New Jersey appeals court has ruled that it is indeed negligence for a mother to advise her brother, who was watching her kids, that it was OK to leave her 5-year-old son home alone for 15 minutes while he took her 4-year-old daughter to preschool. Of course, the 5-year-old managed to get out of the apartment. He also told a caseworker that it wasn't the first time he was left home alone. So, questions: Is it really neglect to leave a kid unattended for 15 minutes? How different is it from being in the other room? Is it the mom's fault or the brother's fault?
