We Pay Either Way

We've been told here in California by the government that we should cut way, way, way back on watering our lawns, even though that won't do anything to help ease the drought. We must conserve, they say, and they back that with strict "budgets" and effective fines if we go over the limit. But now fire officials are telling people in several towns not to stop watering their lawns because of the wildfire risk. So we're being ordered not to water our lawns under threat of financial penalty, AND we're being told not to stop watering our lawns. You can see how we'd be a little confused.
