Someone stole a cell phone from a business, and the theft was reported to the police. Then the thief, who was seen on surveillance video, returned the phone with a note apologizing and explaining his desperation, and the business owner is forgiving him. But the police aren't, and they're still on a manhunt for the guy, despite the victim being cool with the resolution. Should the cops take the victim's position into account?
