How do you balance free speech and annoying behavior? This isn't a case of college students wanting to be protected from opposing opinions. This is a farmer's market overrun with religious, political, and Vegan proselytizers yelling at shoppers, from one who drags a wooden cross around to a Vegan who harangues people eating barbecue chicken at the food court. The city's establishing a 10x30-foot "Expressive Conduct Users Zone," but even if that's a permitted time-place-manner restriction, can you stop someone who strays from there and yells?
