Law enforcement's understandably frustrated by the heroin epidemic, and it IS an epidemic, but is the way to fight it to charge the suppliers of heroin to people who overdose with murder? Even when the supplier is the deceased's spouse, or loved one? Who's responsible when someone who got addicted finally takes the fatal dose? And are murder charges a deterrent or just finding a scapegoat for someone else's personal decision? (Washington Post)
