How's The Hands-Free Law Working Out For Us?

Distracted driving is, indeed, a problem. But can a law against searching for your phone while driving even be enforced? In Arizona, the family of a motorcyclist hit and killed by a driver who was looking for her cell phone and never saw him wants to have "Tom's Law" enacted, making it illegal to look for your phone while driving, and that makes sense except that you can't enforce it until after the fact, and then only if the driver admits to doing that, because how else can anyone, let alone police who aren't on the scene, know what was happening? Is this a necessary deterrent or an unenforceable law that won't be invoked? (KTVK-KPHO-TV/Phoenix)
