Do You Give Up Your Right To An Opinion If You Work For The State?

A court clerk in North Dakota, while on vacation, posted some stuff on Facebook about how the state should give the pipeline land back to the Native Americans in the area. This has become a big issue up there, with people demanding she be fired, calling in death threats, etc. (As you may know, the locals are all for the pipeline, since the Bakken drilling has the region booming, but the Standing Rock Sioux tribe is suing the Army Corps of Engineers over it.) She's been reprimanded, and the question is how far an employee of a state agency should be able to go before being silenced or punished -- should there be any restrictions, does it matter what the topic is, can there be restrictions at all on a state worker's free speech rights?
