After All The Warnings, If You're Texting While Driving, Whatever Happens Is Deliberate

Simple question from the weekend's news that the pickup driver who drove into the church bus and killed a lot of people was texting while driving for miles: What would be the proper punishment? Keep in mind that Texas, because the governor didn't want state intervention into matters like this, is one of the few states NOT to outlaw texting while driving. And what about the guy who called 911 to get the cops to stop the guy, only to be told that the 911 service was in one county and the driver heading into another and there's nothing they could do? That bureaucratic thought process now has a body count. (San Antonio Express-News)
