So this is a dilemma: A car backed out of a space in a parking lot and hit an elderly man, injuring him fairly seriously. The driver stayed there and tried to help, and was with the man when the EMTs came and took him to the hospital. And then the driver left. That, the police say, still constitutes a hit-and-run, because when the cops arrived, the driver had left. How long do you need to wait for the cops to arrive? Who'd be sure of the law in this case? If it was you, would you turn yourself in knowing that the cops had decided it was a hit-and-run, even though the "run" part was debatable? (KABC-TV/Los Angeles)
