How are states going to deal with electric cars and their impact on gas tax revenue if their owners buy no gas? Simple: Minnesota's hitting electric car owners with a $75 fee to make up some of the difference. They'll only collect about $40,000 in the first two years, but that'll double later. Clearly, that's not enough, really, to make a dent, but the alternative would be to make electric car ownership very, very expensive, defeating the goal of encouraging alternative fuel vehicles, or do a mileage tax, which would not be acceptable to most people.
