In the latest of the continuing series of "How Do People Live Like This?," here's the story of how the City of Los Angeles wants to have RVs inhabited by otherwise homeless people and parked on residential streets towed, but they can't get the tow companies to comply. Why? Because the RVs are filled with garbage and fleas, and the tow truck drivers and tow yards want nothing to do with that. What are they supposed to do? You have a tow yard and you're filling up with those things, and the owners can't afford to retrieve them and there's no auction value, so... what can you do? There's one tow company left to tow RVs for the entire city, and they're booked through August and all filled up anyway. They have eight other companies agreeing to revised terms, but that's nowhere near enough. How can you enforce a law without enough resources? (Los Angeles Daily News)
