Hazard Lights Don't Really Help In This Case, Do They?

This story is from San Diego, but it's a problem everywhere: There's no place for tractor-trailers to park when they're delivering stuff or the driver wants to grab lunch or something, so they park in the street, sometimes right in the middle of the street, and sometimes creating a hazard, like in the case of a guy who was on the way to school and hit the back of a semi parked illegally on the shoulder. And, yes, parking in the street like that may be illegal, but if you're driving a truck and there's literally no room in a parking lot for you, or there's no parking lot at all, what are you supposed to do?
