Leave Everything Else Alone, But This Could Help

Amidst the wrangling over Obamacare and health care in general, Rand Paul has been pushing one idea that he believes Trump could enact by executive order but actually has some merit and would make sense with or without Obamacare: allowing group buying on the individual insurance market. Right now, if you're among those of us who have to buy individual policies, you pay dearly for it, and you have no negotiating power: The insurers or exchanges set the rates, and you have to pay or go without. Why can't AARP or Costco or any other organization or group negotiate rates and sell policies to members? Shouldn't that be the case no matter if we're talking Obamacare or whatever the hell Trumpcare might ever be, if anything? (The Hill)
