The question of what to do about panhandling is raised again by this story about a rider on the Bay Area's BART train getting beaten up by a panhandler who was upset that the rider didn't hand over any money. Panhandling, the courts say, is free speech. But does the rest of the public have the right not to be accosted and threatened? Nobody would say the violence is free speech, but what do you do about aggressive panhandling? (SFGate.com)
