Whose fault is it when natural disasters destroy homes? This article points out that people like to live in risky places, which may be true -- people do pay a premium to live in places like Florida where hurricanes hit, or California where there are quakes and wildfires -- but is there anyplace that ISN'T vulnerable? If it isn't quakes and fire, it's flooding, tornadoes, hurricanes... granted, a trailer home in Tornado Alley or a beachfront home in a hurricane-prone area would be more of a risk, but you can't escape ALL risks.
