This is not a problem where I live, but maybe it is where YOU are: low traffic ticket fines. In North Dakota, when you're caught speeding, it's five bucks. Run a red light and it's twenty bucks. And you have to pile up 12 points before you get suspended. That seems low, even if other states' fines seem too high. In a place like California, it's way too easy to get enough points to make your car insurance astronomically expensive. But in North Dakota, the cops say that people run practically no risk from breaking traffic laws, because the fines are cheap and the chances of getting caught are low anyway.
