They're Just Waiting For The Magic Bus

New York City and the MTA are at odds over what to do about homeless people living in transit stations, which becomes a safety and health hazard for commuters and also leaves the stations reeking with pee. But I can remember almost 50 years ago that the Port Authority Bus Terminal (the big one on 42nd and 8th that connects the city by bus with New Jersey, Pennsylvania, and upstate New York) was a homeless encampment even then. It's never changed. So, is there really anything anyone CAN do? Should cities be building and staffing safe shelters for the homeless, or will some of the homeless always end up camping in public places no matter what? How should this be handled?
