Location, Location... Wait, WHERE?!?

In Washington state, someone has once again vandalized a confederate monument, cutting down flags; previously, the monument had paint splashed on it. Here's a question: Why would there be a need for a Confederate monument in Washington state? That state was not part of the Civil War, is not in the South, and, well, all the usual arguments against Confederate monuments apply: racism, losing side, all that. It's on private land, and the Sons of Confederate Veterans plan to fence off the site to protect it, but, again, why does it exist in the first place? (KOIN-TV/Portland)
