The homeless man who randomly and fatally stabbed a father in the neck at a Ventura County restaurant had been reported to police earlier, and the police did.... nothing. They'll claim there was nothing they COULD do, but this guy had a record, and had been reported before, including for brandishing a knife, only for the police to shrug and say they couldn't do anything because there was no victim (yet). And California doesn't have a Baker Act like Florida where someone can be involuntarily committed by the police in cases like this. What can you do with clearly mentally ill people who are on the street threatening and a danger to others but who haven't technically broken the law yet? (AP via Los Angeles Times)
