They build light rail systems and say it's for people to get around without cars. But the trains sometimes, as in Minneapolis-St. Paul, become moving homeless shelters, with homeless people riding all night because they have no place else to go and it's as close to safe (and heated) as they can get. Which makes the trains even less attractive to everyone else, but, again, if shelters are unsafe and inadequate, where else can the homeless go? (Minnesota Public Radio News)
