The cops went to the San Francisco home three times after neighbors and family told them the homeowner hadn't been seen for weeks, but they said they found nothing. Perhaps they might have been more attentive, since they finally went inside the fourth time and found a headless torso in a fish tank. Meanwhile, people who don't live in that home were seen coming and going. Exactly what were the cops looking at all those times? And is the torso the missing man? This could be the basis for a movie.
