There For The Taking

The woman who stole an ambulance while EMTs were giving someone CPR and led the cops on a chase told them various things once caught, including asking "why did they leave it unlocked?" and "Oh my God, I can't believe I just did that." Clearly, something's not right with her, and noting that she was not charged with DUI and that she's been arrested 39 times since 2013, you have to wonder what IS wrong with her and what should be done with people who obviously need help.
