Cesar Sayoc made over 240 threats to at least 50 public figures on Twitter. Twitter did nothing. He was, some say, radicalized by social media, and the social media platforms either looked the other way or were completely unable to police their own business. And they all have that "we're just a tool, we can't be responsible for how we're used" attitude. Can that continue? Should something be done when speech moves from opinions to outright threats? On the other hand, how do you tell whether someone's serious or trolling? (CNN)
