Like All Those Fees On Your Phone Bill

Californians pay up to $1.26 per gallon in taxes and surcharges on gas, pushing the price to over four bucks a gallon. Okay, we knew that. But this article notes that those surcharges, the ones we know about like taxes, actually come to about 98 cents. So, what's the additional 28 cents? Why, it's a mystery surcharge that nobody in state government will tell us about, and even legislators don't know -- 19 of them asked the Attorney General to investigate, and the AG never replied. This mystery charge costs us $11 million a day, $4 billion a year, and where it goes, nobody knows, although one theory is that it involves imports and limited port capacity and really, this is stupid. How can there be a secret surcharge? (Orange County Register)
