There's a war going on that you may not know about, and it's over fraudulent use of disabled parking placards, which in some cases may not be fraudulent at all. Los Angeles has just quadrupled the fine for violations, and it IS a problem -- some people either obtain placards or just swipe them without being disabled -- but there are also people who don't LOOK to be disabled but are, and there are vigilantes who "enforce" the rules by harassment and who aren't swayed by actual medical necessity if the users can, for example, walk. This should be easy: If you aren't really disabled, park someplace else and walk, and if you are, even if you can walk, you get the blue-logo spaces. But because some people cheat, and some other people can't always tell who's cheating, we have war. (Los Angeles Times)
