The USDA wants to remind you that when you're cooking raw chicken, you should not wash it first. Do not rinse. It will only spread bacteria and make you sick. Handle it without rinsing, then, immediately after handling the meat, wash your hands for at least 20 seconds. That way, you're way less likely to get sick.
