You know this, but... so, your flight lands and they say you're on time. But that's because they're padding the schedule to make it a lot more likely that they'll be able to land within the designated time frame. That's because all planes and flights are delayed, so they just lengthen the alleged ETA and go from there. The actual flight is, say, two hours, but they give themselves two-and-a-half hours to make it. It's not exactly cheating, not flat-out deceptive, but it's moving the goalposts.
