Hygiene Is The First Thing To Go

When a city offers limited or no restrooms for public use, and has a major homeless population, as Los Angeles does, people simply go in the streets or on the sidewalks or in business doorways. In L.A., for some reason, they don't always put porta-potties anywhere near homeless encampments. That would be a simple and effective way to cut down on the public defecation, and why the city doesn't fix this right away, I don't know. It would appear to be a crisis, both on a humanitarian level and on a disease-spreading level. (KNBC-TV/Los Angeles)
