Consumers with lots of debt are always painted as having spent on unnecessary things without a thought of how to pay for them, but how can they be singled out when even cities did the same thing? Take Canton, GA, where they loaded up on major spending projects figuring that the economy would keep growing and expanding. And then came the bust, and now they can't pay their bills. These are not people wanting a big-screen TV, these are government officials who are supposed to know better. Turns out they didn't.
