States used to hand tax credits and other "incentives" out to movie producers like candy. Now, things are tighter, and the states want to know what they're getting for the money, so they're essentially seeking script approval of a sort to make sure the state comes off in a good light. A movie showing cannibalism fell afoul of Michigan's standards. Texas is debating whether to give Robert Rodriguez' next movie a grant because it's highly political and targeted at Arizona's SB 1070, which some folks don't think is appropriate for a movie using tax money. Well, there's always Vancouver. They don't seem to care WHAT you shoot there. (New York Times)
