L.A. County Probation Department employees have allegedly been using department credit cards to buy personal stuff -- TVs, video games, barbecue grills -- for years. And there have been quiet investigations. And they've gotten away with it. Why? Because there's a state statute of limitations specific to cases like this: If they don't wrap things up in two years, the case is closed. And the investigators are so overwhelmed, they can't wrap things up in two years. And the employees know this. So they're spending taxpayers' money on personal stuff, and they know they'll get away with it. (Los Angeles Times)
